The structure of the Preobrazgensky masterplan is based on the careful design considerations for the city block and the building unit, which it is formed by. The diverse environment is created by the varied typologies of the city blocks and the staggered nature of the streets making each crossing being different from another and discouraging high speed for the vehicles. The variety of public and green spaces such as city squares with retail, park and embankment, public gardens and green courtyards creates complex environment and provides opportunities for the different leisure and sports activities. The urban environment is reinforced by the retail frontage on the first floors of residential buildings.​
